Capital Improvement Budget
What is Capital Improvement Budget (CIB)?
Capital Improvement Budget: is prepared on a biannual basis and projects are eligible if they finance acquisition, betterment, physical development, redevelopment and other improvements of City-owned land and buildings with a life of at least ten years. The District Councils appoint members to three task forces, Residential and Economic Development, Streets and Utilities and Community Facilities. The Task Force hears proposals and then ranks each. The rankings are sent to the full CIB committee (made up of citizens) to conduct public hearings and finalize the rankings. Their recommendations go to the Mayor who reviews the recommendations and then introduces the proposed Capital Improvement Budget to City Council that then considers the proposed CIB and adopts the final version in mid-December.
